Minister of Environment Dammika Patabendi has signed a new gazette notification introducing special regulations for the sustainable management of Nil Diya Pokuna, a popular natural attraction located within the Ravana Ella Sanctuary.

The regulations aim to protect the environmentally sensitive cave and pond ecosystem while allowing visitors to experience the site in a responsible manner. Issued under Section 2(2) of the Fauna and Flora Protection Ordinance, the gazette establishes rules covering visitor access, the management of visitor-related services and activities that could threaten the natural environment.

Under the new regulations, children below the age of 10 will not be permitted to enter the cave. Visitors between 10 and 18 years of age will be allowed to enter only when accompanied by a guardian. The measures are intended to improve visitor safety while reducing unnecessary pressure on the sensitive cave environment.

Special requirements have also been introduced for student groups. Students visiting the site must carry valid identification or relevant permission letters and are required to use only designated access routes. These measures are expected to help authorities manage visitor movement and minimize damage to surrounding habitats.

A number of activities have been strictly prohibited within the area. Visitors are not allowed to bathe in the pond, dispose of waste or other substances in the water, make excessive noise or play musical instruments. Lighting fires, smoking, consuming alcohol or drugs, and altering, damaging or marking rocks are also prohibited.

The new rules are particularly significant for responsible tourism in the Ravana Ella area, where natural attractions draw both local and international visitors. Protecting the pond, cave and surrounding ecosystem will help preserve the site's natural appeal while supporting sustainable visitor experiences over the long term.

The gazette was signed at the Ministry of Environment premises in the presence of Deputy Minister Anton Jayakody, Ministry Secretary K.R. Uduwawala, Additional Secretary Buwaneka Herath, Wildlife Conservation Department Director General Ranjan Marasinghe and other officials.

The introduction of clear visitor regulations is expected to strengthen conservation efforts at Nil Diya Pokuna and encourage tourists and local visitors to enjoy the attraction without compromising its environmental value for future generations.
